CONTRACT LENGTH: Fixed contract for Consultancy Period (one month)

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Background:

Since the beginning of 2015, Greece has been the entry point into Europe for more than 1 million refugees and migrants seeking safety and security for them and their families. With the border between Greece and FYROM officially closed, more than 60,441 people are stranded in Greece.

Save the Children has been providing assistance to children and adults across Greece since August 2015. We have operations across key locations in Greece: on the islands of Lesvos, Chios, Samos, Leros and Kos, and on the mainland in the Attika region and in Northern Greece. Save the Children in Greece has now reached more than 490,000 children and adults through our child protection, nutrition, and education activities, and through the distribution of food and non-food items.

In May 2016, the Child Protection Sub Working Group (CPsWG) in Greece developed a work plan to be implemented through a number of task forces.

The Case Management in Emergencies Task Force, under the direction of the CPsWG, aims to have a standardized case management and referral system designed to ensure that agencies meet minimum standards when engaging with vulnerable families and children, including children at risk or subject to abuse, violence and exploitation in case management services.

The Case Management (CM) Consultant will be supporting the Interagency Case Management Task Force in its case management initiative through the review and finalization of tools, including: a three-day case management training package, a further two-day training package, and through supporting the finalization of case management tools and guidance.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Objectives:

The Case Management (CM) Consultant will be supporting the Interagency Case Management Task Force in its case management initiative for a period of one month through the following objectives:

  • To update and finalize the three-day case management training package.
  • To develop/contextualize an additional two-day child protection case management training for case management supervisors and managers.
  • To review and finalize child protection case management tools and the case management guidance for Greece.
  • To support the development of child protection case management SOPs for Greece.

Deliverables:

  • Completed three-day and two-day child protection case management training packages.
  • Final package of child protection case management tools and guidance for Greece.
  • Inputs into child protection case management SOPs for Greece.

Target Group:

Support will be provided to case management agencies operating in Greece through the Case Management Task Force.

QUALIFICATIONS and EXPERIENCE

  • University degree in social work (or similar) preferable
  • Advanced university degree in social work preferable, but not required
  • Five years’ professional experience in International settings with International NGOS/UN Agencies
  • Experience in working in child protection case management programs in emergencies, including in refugee situations
  • Proven experience in case management capacity building (development of SOPs, development and delivery of trainings to different audiences)
  • Experience and understanding of child protection and case management in Greek context preferred
  • Ability to develop training, manuals, and tools at high level
  • Proved experience in delivering training with a variety of audiences
  • Ability to develop policies and guidance notes for Government preferable
