Title: Cash Transfer Program (CTP) Officer
Location: Thessaloniki, Northern Greece, field travel will be required
Expected Start Date: As soon as possible
Type of Contract: Fixed term contract - The first contract will be for a period of one month as probation period, then full duration until 31.12.2018.

General:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization with 190 member National Societies. Context:

The operation in Greece has followed three different phases. During the first phase from 2015 into early 2016 when migrants were transient, operation was focusing on providing short term emergency assistance to high number of migrants on their route to other European countries.

After the closure of the boarders and the EU-Turkey agreement in March 2016, the average number of daily arrivals decreased significantly, but migrants in Greece found themselves stranded, needing their basic needs including shelter, food, basic items for daily living, health care to be met. The Government of Greece quickly set up sites to host the stranded migrants and with the support of different organizations, including the Hellenic Red Cross (HRC), IFRC and partner national societies started providing services in these sites. During this phase of operation, there was a need to provide services and assistance to people who were stranded in Greece for an undefined period of time, leading to protracted humanitarian action.

The third phase of the operation is characterized by providing support to Greek authorities and the HRC to respond to the current protracted migration situation in a more sustainable manner. In addition to the continuation of providing support to migrants in the sites that the Greek government has set, the operation will transition to urban programming and social inclusion through building on the HRC existing capacities and programming.

Job Purpose:

The CTP Officer will be dedicated to support and implement the Cash Transfer Program activities in sites and urban locations across Northern Greece, ensuring safe delivery of cash programming in close coordination with field focal points.

She/he will work under the guidance of the Deputy Team Leader, ensuring that program implementation is in accordance with IFRC quality programming and all activities are implemented according to the agreed timeframe, whereby outputs and outcomes are reported accordingly.

Operating in the sites and urban locations, the CTP Officer will be responsible for the direct implementation of all the cash activities, i.e. stakeholder meeting, mass information and information sessions, beneficiary enrolment, card distribution, certification, help desk, feedback collection and follow up. The post will be guided and line managed by the Deputy Team Leader.

Job duties and responsibilities:

Beneficiary Enrollment, Certification and Card Distribution, spot-checks:

  • Enroll new beneficiaries following program procedures
  • Regularly update beneficiary records in the software
  • Conduct monthly check of all beneficiaries (spot-checks/phone calls) according to guidelines
  • Conduct distribution/replacement of cash cards in sites and urban locations
  • Ensure correct case management of beneficiaries who no longer meet eligibility criteria and follow up with Information Management (IM) Officers on missing/incongruent information as required
  • Check cases suspected of being duplications/fraud and follow up with IM Coordinator
  • Manage and implement the referral schedule

Management of Beneficiary Complaint:

  • Conduct HelpDesk activity in the sites and urban locations
  • Register complaints using the CommCare feedback system and ensure regular follow up of all unresolved cases
  • Use of PFS platform in order to solve cash related problems and follow up on card status

Communication with communities:

  • Conduct regular information sessions in sites and urban locations to inform the beneficiaries of the monthly activities
  • Update information material
  • Organize meetings with the community leaders / representatives to collect feedback on the CTP

Community Referrals:

  • Liaise with Site Management Support actors/site authorities on necessary updates of the population list
  • Proactively coordinate referrals for beneficiaries between UNHCR Protection unit or other actors as applicable
  • Maintain working relationship with other actors in the field in order to refer beneficiaries to the cash program

Other:

  • Report to Deputy Team Leader and inform of any updates or changes regarding the field activities
  • Undertake other duties as assigned by the line manager

Duties Applicable to All Staff:

  • Actively work towards the achievement of the needed goals of the organization
  • Abide by and work in accordance with the Red Cross/Red Crescent principles
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education, Qualifications and Work Experience:

Required:

  • Advanced computer skills (Windows, Word, PowerPoint, Excel, online databases, drive)
  • Able to conduct mobile data collection (i.e. KoBo, ODK, CommCare)
  • Attention to detail
  • Able to work under stressful conditions and meet tight deadlines
  • Ability to work in a team and communicate effectively
  • Ability to work in a cross-functional and multicultural environment
  • Willing to learn

Preferred:

  • University degree in relevant field
  • Previous working experience within the Red Cross and Red Crescent Movement or other humanitarian organisation
  • Experience in working in Cash Transfer Program in Greece

Languages:

  • Fluency in English is essential
  • Fluency in Arabic and/or Farsi is essential
  • Fluency in Greek language will be an asset
