General:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization with 192 member National Societies. Context:

Since May 2015 the International Federation of Red Cross and Red Crescent Societies along with the Hellenic Red Cross have worked with local communities on the frontline of the migration response to provide relief and assistance to people seeking safety in Europe. Assistance included primary health care, hygiene promotion, food and relief distribution, first aid, psychosocial support, Restoring Family Links and cash assistance. Since the beginning of 2018 the operation focuses on social inclusion through cash distribution, basic health care, accompanied referrals, case management and integration activities.

Cash assistance is being provided to approx. 21,000 POCs currently living in 18 sites in all Northern Greece including Central Macedonia, Epirus and Thessaly, as well as in urban locations to PoCs under accommodation schemes or self-accommodated.

Job Purpose:

The Information Management Assistant (IM Assistant) will be dedicated to support the Cash Transfer Program (CTP), focusing on data management and feedback mechanism in coordination with other relevant internal and external focal points.

The incumbent will support the IM needs of the CTP under the guidance of appointed Senior staff, ensuring that program implementation is in accordance with IFRC quality programming and that all activities are implemented according to the agreed timeframe, whereby outputs and outcomes are reported accordingly, including regular monitoring of the project.

The IM assistant will be responsible for beneficiary enrolment, certification, overseeing the data inputs in the nationwide PoC database (ProGresV4) for the IFRC caseload, regularly performing data cleaning tasks, identifying gaps in PoC records and coordinating with the team about the necessary updates of records.

The position holder will also be responsible for the proper use of the feedback mechanism and the progress on submitted cases through CommCare platform and will coordinate directly with the field teams on all IM related aspects of the operation.

Job duties and responsibilities:

  • Conduct enrolment in ProGres v4 UNHCR database of new beneficiaries following program procedures
  • Enter/update beneficiary data in UNHCR Database platform (ProGresV4) for all IFRC caseload
  • Distribution and replacement of cash cards
  • Review and prepare data files provided for use for physical certification
  • Conduct monthly certification of beneficiaries for continued cash assistance eligibility
  • Ensure quality and accuracy of all data managed
  • Responsible for tracking complaints/feedback mechanism in the designated camps through online feedback mechanism
  • Work closely with the Sr. Cash Project Officer and Sr. IM Officer on the difficult issues identified in the sites
  • Assist in other IM cash activities when required

Ideal Profile:

Education and Experience:

  • Degree in relevant field will be preferred
  • Proven experience of at least 6 months in data/information management is an asset
  • Previous experience within the Red Cross Movement or other humanitarian organization or within the refugee/migrant context will be an asset

Knowledge, Skills & Abilities:

  • Advanced computer skills (Windows, word processing, PowerPoint, spreadsheets)
  • Knowledge of ProGres V4 database and data collection methods will be an asset
  • Ability to work under stressful conditions and meet tight deadlines
  • Attention to detail and ability to communicate effectively

Languages:

  • Very good command of the English language (both spoken and written) is required
  • Very good command of the French language (both spoken and written) is a strong asset
  • Good command of the Greek language will be preferred
  • Fluency in Arabic and/or Farsi and/or Kurdish and/or Urdu and/or Pashto and/or Turkish and/or French (both spoken and written) will be a strong asset
