Information Management Officer (Cash Transfer Program) - Thessaloniki

Title: Information Management Officer (Cash Transfer Program)
Location: Thessaloniki, Northern Greece
Expected Start Date: As soon as possible

Type of Contract: Fixed term contract - The first contract will be for a period of one month as probation period, then full duration until 31.12.2018.

General:

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization with 190 member National Societies. Context:

The operation in Greece has followed three different phases. During the first phase from 2015 into early 2016 when migrants were transient, operation was focusing on providing short term emergency assistance to high number of migrants on their route to other European countries.

After the closure of the boarders and the EU-Turkey agreement in March 2016, the average number of daily arrivals decreased significantly, but migrants in Greece found themselves stranded, needing their basic needs including shelter, food, basic items for daily living, health care to be met. The Government of Greece quickly set up sites to host the stranded migrants and with the support of different organizations, including the Hellenic Red Cross (HRC), IFRC and partner national societies started providing services in these sites. During this phase of operation, there was a need to provide services and assistance to people who were stranded in Greece for an undefined period of time, leading to protracted humanitarian action.

The third phase of the operation is characterized by providing support to Greek authorities and the HRC to respond to the current protracted migration situation in a more sustainable manner. In addition to the continuation of providing support to migrants in the sites that the Greek government has set, the operation will transition to urban programming and social inclusion through building on the HRC existing capacities and programming.

Job Purpose:

The Cash Transfer Program Information Management Officer (CTP IM Officer) will be dedicated to support the Cash Transfer program (CTP) focusing on data management and collection, feedback mechanism management and implementation, all in coordination with other internal and external relevant focal points.

She/he will support the Information Management (IM) needs of the CTP under the guidance of the IM Coordinator, ensuring program implementation is in accordance with IFRC quality programming and the agreed timeframe, whereby outputs and outcomes are reported accordingly, including regular monitoring of the project.

The IM Officer will be responsible to oversee the data inputs from the field team, manage the internal database of the IFRC and the nationwide POC database for the IFRC caseload, regularly perform data cleaning tasks, data crosschecking activities, identifying gaps in POC records and coordinating with the team the necessary updates of records. The position holder will also be responsible for the monitoring of the feedback mechanism and monitoring the progress on submitted cases through the nation-wide system.

Under the guidance of the IM Coordinator, the IM Officer will coordinate directly with the Deputy Team Leader and field teams on all IM related aspects of the operation. The post will be line managed by the IM Coordinator.

Job duties and responsibilities:

Data Collection:

  • Enter/update beneficiary data in database platform
  • Deliver/assist the field teams with the enrolment and distribution of cash cards when required

Data Management:

  • Responsible for the preparation and implementation of cash transfer project activities based on work plans developed by the IM Coordinator in cooperation with the Team Leader
  • Responsible for the quality and accuracy of all data managed
  • Prepare weekly/monthly payment files for beneficiary weekly funding
  • Review and prepare IM files and conduct remote/desk certification
  • Crosscheck and finalize month end certification activity through the database for physical beneficiary certification activity
  • Assist with statistical data and data cleaning when required

Feedback:

  • Responsible for tracking complaints/feedback mechanism in the designated camps and/or Urban cases through online feedback mechanism
  • Register beneficiary queries and response solutions and follow up on beneficiary issues

Coordination:

  • Interact and communicate with field staff and other stakeholders on various beneficiary related tasks, including new arrivals/referrals, departures, beneficiary status update and solving beneficiary complaints
  • Work closely with Deputy Team Leader regarding difficult issues identified in the camps/urban
  • Provide feedback on the effectiveness and efficiency of the current field data collection tools and propose solutions for improvement where applicable

Other:

  • Assist field cash activities when required (info sessions, enrolment, card distribution, certification, help desk, etc.)

Duties Applicable to All Staff:

  • Actively work towards the achievement of the needed goals of the organization
  • Abide by and work in accordance with the Red Cross/Red Crescent principles
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education, Qualifications and Work Experience

Required:

  • University degree in relevant field
  • Solid knowledge of data collection methods including interviewing techniques, participatory approach and methodology
  • Data Management skills
  • Advanced computer skills (Windows, word processing, PowerPoint, spreadsheets)
  • Good organizational skills, ability to work under pressure while respecting deadlines
  • Strong communication skills (written and spoken)
  • Good interpersonal skills and ability to work in a multi-cultural environment
  • Attention to detail
  • Good stress management skills

Preferred:

  • Previous working experience in a humanitarian aid organisation in developing countries
  • Experience within the Red Cross and Red Crescent Movement or other Humanitarian Organizations
  • Experience in working in Cash Transfer Program in Greece

Languages:

  • Fluency in English is essential
  • Fluency in Arabic and/or Farsi is essential
  • Fluency in Greek language will be an asset
