Background to irc:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure. In response to the arrival of refugees in Greece in 2015, the IRC has been offering SMS, WASH, Livelihoods and Protection services to children, women and people in need of mental health support. IRC Hellas currently has offices in Athens and and Lesvos.
Scope of work:
The Livelihoods Senior Manager will be responsible for coordinating all IRC Hellas Livelihoods programs across all areas of operation and for providing strategic direction and vision to the IRC’s Livelihoods programming in Greece. S/he will be responsible for the overall quality implementation of all aspects of an integrated response combining livelihoods related services, adult learning interventions, information sharing, access to rights and entitlements and protection monitoring. The Livelihoods Senior Manager will directly oversee five staff members responsible for the day-to-day management of the programs. S/he will work extensively with other sectors, liaise with other program staff within IRC, partners, and relevant interagency coordination structures to ensure coordination and complementarity of programming. By drafting proposals and preparing budgets, s/he will support the development of other IRC Livelihoods programs related to the provision of integration and education (including non-formal) and other strategic sectors.
The position reports to the Head of Programs.
Responsibilities:
Technical Quality:
- Provide technical and management leadership to the Livelihoods Programs in accordance with best practices and IRC policies;
- Leads, or contributes to, development of regional sector strategic direction and plans, in consultation with the Country-Level team and the technical Unit, to country level strategies and plans;
- Provides technical guidance to all Livelihoods teams;
- Conducts desk research and analysis and drafts assessments and reports, on an as needed basis.
Staff Supervision & Development:
- Directly supervises direct reports and provides quality oversight to and mentoring of the Livelihoods teams;
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions;
- Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews;
- Overall responsible for training/development activities.
Grant Planning & Implementation:
- Monitor the overall implementation of the Livelihoods programs and provide guidance to the staff members to ensure that stated goals and objectives are met, that the programs are appropriately monitored and evaluated, and that reports are written and submitted in a timely manner;
- Ensure that project activities are implemented within the assigned budget parameters, manage all financial aspects of the Livelihoods programs, approve relevant expenses and review expenditures, in consultation with the Finance Team;
- Analyze challenges and concerns in all areas of operation, assess risks and opportunities.
Grant Monitoring & Reporting:
- Development/ maintenance of effective and efficient oversight, support, quality control and reporting systems and processes;
- Ensure regular field monitoring and modifications as required;
- Ensure IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements are produced in quality.
Program Development:
- Lead the development of the IRC Livelihood sector strategic direction;
- Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff and ensure technical standards are taken into consideration;
Coordination & Representation:
- Develop and maintain effective coordination and long-term relationships with external stakeholders, representing IRC positions, promoting long-term strategy and resolving problems/conflicts;
- Work closely and coordinates with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings;
- Effectively represent IRC at coordination forums and provide input to the Head of Programs for meetings held at national level;
Monitoring, evaluation & reporting:
- Carry out program monitoring and evaluation, by reviewing relevant project data and establishing M&E processes for data collection, data accuracy and data presentation;
- Ensuring relevant project data (client assessments, training attendance records) are accurately collected and updated on a weekly and monthly basis;
- Ensure employability data are internally reported on a monthly basis;
- Create relevant data collection tools and train staff and partners on their use;
Other:
- Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs;
- Other duties as assigned by the supervisor to enable and develop IRC programs.
Requirements:
- Bachelor Degree in a related field (humanitarian, social sciences, education), master’s degree a plus;
- At least 5 years of experience implementing and managing livelihoods/integration or educational programs;
- At least 2 years of experience supervising and managing teams in a cross-cultural setting;
- Strong understanding of the context and strong interest in supporting refugees and vulnerable populations;
- Proven track record in program development, proposal writing and budget management;
- Proven track record in capacity building, coaching and mentoring of staff;
- Strong analytical, verbal and communication skills;
- Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, coordination function, training and the transfer of technical knowledge;
- Ability to learn fast and adapt in changes, solution oriented and capacity to work under pressure;
- Positive and professional attitude, including ability to lead and work well in a team setting, comfortable in a multi –cultural environment;
- High competency in Office package (word, excel, PowerPoint, outlook, internet explorer);
- Fluency in both Greek and English is mandatory.
Work envirnoment:
- Travel and other requirements: the position will be based in Athens with occasional travel to Lesvos. Travel to and from the areas of implementation, such as camps or other settings is required.
