MHPSS Senior Officer - Mytilene

Job Position Title: MHPSS Senior Officer
Department: Mental Health and Psychosocial support (MHPSS)
Duty Location: Field Position, Mytilene, lesvos
Length of Initial Contract: November 2020, with possibility of extension

Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.

In response to the arrival of refugees in Greece since 2015, IRC Hellas has been offering a wide range of services including services on Mental Health. As of February 2018 IRC, has been implementing Mental Health and Psycho Social Support services to the residents of Moria Reception Identification Center, in Lesvos. IRC Hellas aims to expand the range of services to include basic child care and other complementary services for the patients of its Mental Health center.

SCOPE OF WORK:

Brief description of the position’s role within the Project(s): The Mental Health and Psychosocial Support (MHPSS) Officer will oversee the operation of the Mental Health Center in the town of Mytilini, under the supervision of the MHPSS manager. The Mental Health Center offers individual and group mental health counselling, as well as complementary services to beneficiaries residing in Moria Reception Identification Center.

RESPONSIBILITIES:

  • Oversee the operation of the mental health center and specific services provided to clients, working in close collaboration with the MHPSS staff and manager.
  • Provide community mental health and psychosocial program supervision to caseworkers, child-friendly space facilitators and other project staff inclusive of ongoing capacity building, professional development, technical support and performance reviews.
  • Facilitate weekly team meetings with program staff and conduct on-the-job supervision and training assessments to evaluate key competencies and training needs of caseworkers and other project staff.
  • Facilitate trainings and workshops, including organizing logistics, collaborating with co-trainer/s, and documenting program indicators.
  • Conduct/participate in Mental Health, and Psychosocial needs assessment among the affected populations. This will include assessments consistent with IASC guidelines and Mental Health Psychosocial WHO assessment toolkit, at different stages of program planning and implementation.
  • Act as the Security Focal Point of the Mental Health Center and ensure the safety and security protocols and procedures are in place and followed by all MHPSS staff at all times.

MONITORING AND EVALUATION:

  • Provide continual technical support and monitoring of mental health and psychosocial support program activities for capacity-building and to ensure quality standards for MHPSS.
  • Work closely with operation departments to support program and the logistical implementation of activities in program sites.
  • Provide continual technical guidance and support for MHPSS-related trainings to the caseworkers and other project staff, as well as supervision as needed.
  • Ensure disaggregated and cumulative tracking of clients and documentation of specific activities and outcomes.
  • Participate in preparation of internal and external reports as per need.
  • Support caseworkers and other project staff to maintain program records and documentation as per project management minimum standards, including maintaining the confidentiality and security of MHPSS client data.

QUALIFICATIONS: (Training/education/experience/physical demands required;)

  • The qualified candidate must have a degree in psychology, social work, mental health counseling or related field with experience in supervising staff.
  • Experience in capacity building of staff including training and supervision.
  • Professional NGO experience and experience in MHPSS.
  • Knowledge of and experience in using established inter-agency standards and guidelines in MHPSS and child protection, such as the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings, the Minimum Standards for Child Protection in Humanitarian Action, Inter-agency Guidelines on Separated and Unaccompanied Children, Safe Healing and Learning Spaces Handbook and IASC Guidelines in Emergencies.
  • Cultural awareness and sensitivity.
  • Self-awareness and proven ability to operate successfully in different cultural environments.
  • An excellent command of verbal and written English.

WORK ENVIRONMENT:

Working schedule: 9-5, Weekdays.
