1. Background/ASB Summary:

ASB Germany

ASB Foreign Aid

ASB Foreign Aid Department provides both direct emergency relief to people hit by man-made or natural disasters and longer-term rehabilitation measures designed to promote recovery and to rapidly help restore the livelihood of refugees, internally displaced persons and other vulnerable people. ASB currently has a portfolio of more than 50 relief, rehabilitation, development and DRR projects in countries like Niger, Nicaragua, Serbia, Bosnia and Herzegovina, Indonesia, Nepal, Haiti, Georgia, Ukraine, Iraq and Greece.

ASB Greece

ASB started its activities in Greece in March 2016, focusing on the provision of Humanitarian Aid to refugees/migrants. In 2017 ASB Greece built the technical facilities and shelters for the Diavata camp. In 2018, ASB Greece acquired three accommodation sites in the Epirus Region (Katsikas, Filippiada and Doliana). In 2019, ASB with the funding of the Directorate - General for Migration and Home Affairs of the European Union (DG HOME) and in coordination with IOM is implementing the "Improving the Greek Reception System Through Site Management Support and Targeted Interventions in Long - Term Accommodation Sites" project. The project focuses on Site Management Support (SMS) services and includes Protection and Non-Formal Education. The ASB country office is based in Thessaloniki, while the Epirus regional office is in Ioannina.

2. Job Overview/Summary:

The Senior Wash/Shelter Officer supports the WASH (Water, Sanitation and Hygiene) /shelter department and reports towards the WASH/Shelter Manager. S/he is an essential part of the WASH/Shelter team, is responsible for the management of the team, assessing, planning, supervising the technical works, and implementing the upkeep and maintenance of the facilities at the site and coordination with the SMS team from ASB at the site in line with ASB and Donor regulation.

General Tasks and Responsibilities:

  • Supervise the technical works planned in the camp, according to the Greek regulation, and SOPs of ASB.
  • The Senior Wash/shelter officer will be responsible for the wash/shelter teams in Diavata camp.
  • Plan the maintenance and upkeep of the shelter and WASH facilities in technical level at the allocated site in a timely and efficient manner;
  • Plan and upkeep the hygiene standards
  • Oversee the daily operations of the WASH/Shelter Teams and coordinate this with the snr WASH/shelter officer currently in the camp, the SMS Team and the WASH/Shelter Manager;
  • Plan and suggest any possible improvements on site in collaboration with WASH/Shelter Manager and SMS, Protection and Non-Formal Education Teams. Draft the relevant scope of works and supervise any construction on site.
  • Identify any gaps in technical level that could improve the standards of living of POC’s and draft the relevant SOW and BOQ.
  • Work closely with the snr WASH/ shelter officer in order to have an efficient wash / shelter team, and avoid overlaps.
  • Draft health estimates and bills of quantities needed for repair works, consumables and the need of service contractors at the site;
  • Ensure all maintenance activities take into consideration the needs of women, girls, persons with disabilities, and older persons.
  • Respect the procedures and the policies of the organisation in order to facilitate the day to day business in the field.

3. Specific Tasks

Coordination and Support

  • Ensure integration between camp management and other sectors, specifically related to WASH and Shelter needs. Coordinate the maintenance works with the municipality workers present at the site as much as possible;
  • Develop site-specific strategies and plans – related to WASH and Shelter - including strategies for the regular and participatory engagement with the communities;
  • Maintain a robust feedback system within the site, focused around a daily helpdesk organized by ASB;
  • Identify gaps and needs in service provision in site and develop solutions and strategies in agreement with the responsible Greek authorities;
  • Liaise with community leaders and other sectors and agencies working locally if necessary;
  • Together with the WASH/Shelter Manager develop and implement standardized WASH/Shelter tools that can be used for capacity building of staff and a final handover of responsibility of all services at the site to the Greek Government by the end of 2018.

Monitoring and Reporting

  • Support the collection of information and data by the M&E Officer of ASB;
  • Provide towards the SMS focal point person of Diavata camp and WASH/Shelter Manager a weekly report on gaps, needs and progress on activities;

Other

  • During his/her work, uphold all relevant ASB standards, codes of conduct, and humanitarian principles;
  • Act in a way that is sensitive to gender, protection, the environment and other important cross-cutting concerns;
  • Fully comply with the ASB safety and security procedures.

6. Collaborations: Field Team (WASH Officers, Plumbers, Electricians, hygiene promoter(s))

7. Requirements:

  • Completed engineering university studies (civil, mechanical, electrical);
  • Minimum three (3) years of professional work experience as an engineer in construction sites, with at least one (1) year of experience working with migrants in Greece or in other refugee and mixed migration contexts;
  • Excellent interpersonal and teamwork skills, flexible and wide understanding of the community’s needs;
  • Greek National, or legally allowed to work in Greece;
  • Spoken and written fluency Greek and English, other languages would be an asset;
  • Patience, a ‘can-do’ mentality and a good sense of humour;
  • Strong IT-skills in excel and word;
  • Ability to work independently and efficiently.
