ABOUT ICMC

The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve children as well as uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking and migrants - regardless of faith, race, ethnicity, or nationality.

ICMC started a partnership with UNICEF in Greece in order to deploy a highly qualified affiliated workforce to assist UNICEF Greece Country Office.

SCOPE OF WORK

UNICEF became operational in Greece in early 2016 as an outposted team from the Regional Office of Europe and Central Asia (ECARO) to respond to the significant influx of refugee and migrant children and their families at that time. Following several years of engagement with national stakeholders, UNICEF and the Government of Greece made a decision in January 2020 to formalize the agency’s presence in the country as a full-fledged Country Office. The office falls under the auspices of the UNICEF Regional Office for Europe and Central Asia located in Geneva, which supports the work of 22 Country Offices within its geographical scope, reporting in turn to global headquarters in New York. Within the framework of a mandate for all children in Greece, UNICEF and Greece are now working to address the needs of all vulnerable, marginalized and left-behind children in the country.

In the context of the Country Program for Greece (2022-2026) approved by the UNICEF Executive Board in February 2022, UNICEF and the Government of Greece have agreed on national targets for children, concerning health, education, social protection, child protection, justice and youth employability.

In order to enhance access to education for refugee and migrant children and support their smooth integration into Greece's educational system and society, UNICEF and the Ministry of Education, Religious Affairs, and Sports have entered into an MOU. To facilitate coordination and the execution of activities outlined in the MOERAS-UNICEF MOU, the UNICEF Greece Country Office is currently seeking a refugee education consultant who will work in direct collaboration with the Independent Department for the Coordination and Monitoring of Refugee Education (MOERAs).

Under the guidance of the Head of Education of the UNICEF Greece Country Office and the Head of the Independent Department for the Coordination and Monitoring of Refugee Education (MOERAs), the incumbent will support both organizations, aiming to enhance refugee education by providing technical support for data collection and analysis, organizing events and workshops, and contributing to policy and program development.

Responsibilities

• The incumbent’s primary responsibilities will be included but are not limited to
• Technical Support for Data Collection
• Assist in developing systems and tools for monitoring and tracking refugee students' progress and attendance
• Support ministry staff on the use of these tools to enhance data accuracy and reliability

Data Analysis

• Analyze data related to refugee education, including enrollment rates, performance indicators and demographic information
• Generate reports and insights to help the ministry make informed decisions and policies for refugee students
• Policy and Program Development:
• Collaborate with the ministry to develop and refine policies and programs that address the specific needs of refugee students.
• Provide recommendations and best practices to enhance the quality and inclusivity of refugee education initiatives.

Organization of Events and Workshops

• Plan and execute events and workshops aimed at improving refugee education, such as awareness campaigns, teacher training and parent engagement programs.
• Contribute to the organization of key joint events, high level meetings, roundtables, conferences, etc. and support media coverage and amplification in Greece, the regional and globally.

Communication

• Work closely with the communication teams of both UNICEF and the MOERAS to coordinate communication efforts effectively.
• Contribute to the social media presence of both UNICEF and the MOERAS by creating content that highlights success stories and engages the public.
• Draft, review and edit written materials to ensure accuracy, clarity, and alignment with UNICEF and MOERAS messaging.

Requirements

1. Education

A university degree in one of the following fields is required: education (any discipline, e.g. philology, mathematics, IT, chemistry), pedagogy, education psychology, public administration, or another relevant technical field.

2. Experience

A minimum of three (3) years of experience as an educator, with proven experience in refugee education.

3. Language Requirements

Fluency in English and Greek is required.

4. Desired Skills

• Excellent data analysis skills
• Excellent writing and editing skills, with a keen eye for detail
• Ability to work independently, meet deadlines and handle multiple tasks simultaneously
• Strong interpersonal and communication skills
• Knowledge of child rights is a plus
