POSITION OBJECTIVES
Defining, coordinating and monitoring all pharmacy related activities in the Mission, according to MSF standards and values, the Medical Coordinator instructions and with consideration of national and international laws and regulations, in order to ensure the quality and proper organization of medical supply process, procedures and protocols, the proper management of the medical stock in the projects and, in collaboration with the Medical Coordinator, the correct use of medicines and medical material
RESPONSIBILITIES OF THE POSITION
SPECIFIC ACCOUNTABILITIES
All responsibilities described below are performed at coordination, governance and technical support level and do not include routine direct patient-facing clinical activities or the independent practice of the pharmacist profession under Greek law.
Ensure mission-level pharmacy coordination across all MSF OCB projects in Greece through a flying position with regular and frequent field presence, maintaining a balanced and needs-based distribution of time across Lesvos, Samos and Attica to provide contextualised technical support aligned with ARO priorities, operational dynamics and project life-cycle phases (set-up, transition, downsizing).
Oversee pharmacy activities in a 100% local procurement context, ensuring compliance with EU GDP and Greek EOF regulations, while actively managing risks linked to MSF’s legal registration status in Greece (licensing, storage and distribution limitations, restricted importation options), as well as local market vulnerabilities such as availability fluctuations, backorders, CE-certified sourcing gaps and cold-chain transport constraints to the islands.
Provide technical leadership for the transition of Samos (GR112) from OCG to OCB, ensuring continuity of care while harmonising pharmacy tools, workflows and governance models (Isystock / Unifield / MedOrder). This includes stock rationalisation and internal reallocations linked to transition phases, while preserving effective project-level practices and avoiding disruption to ongoing medical activities.
Define and oversee mission-level stock governance in a context where, perhaps, different pharmacy management models coexist (medical-led vs supply-integrated), ensuring clarity of roles, data reliability and traceability, and enabling informed decision-making for forecasting, procurement and stock adjustments during periods of volatility, transition or exit.
Ensure pharmacy inputs for ARO planning, forecasting and follow-up are coherent with mission strategy, EPREP assumptions, population movements and epidemiological trends, proactively identifying and flagging structural risks such as overstock, expiries, shortages or misalignment between planned activities and available supply capacities.
Lead the pharmacy dimension of the Attica project set-up, ensuring fit-for-purpose procurement channels, storage and cold-chain solutions adapted to an urban hub model, supporting continuity of care for patients transferred from island CCACs, facilitating redistribution of stock when relevant, and reinforcing surge and support capacity for mainland and island responses.
Ensure pharmacy preparedness for approved Greece EPREP scenarios (mass arrivals, shipwrecks, natural disasters) through context-adapted emergency lists, rapid local sourcing modalities and deployment-ready kits, acknowledging the absence of pre-positioned international stocks and integrating lessons learned from recent emergency and short-term interventions.
