ABOUT ICMC
The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve children as well as uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity, or nationality.
ICMC started a partnership with UNICEF in Greece in order to deploy a highly qualified affiliated workforce to assist UNICEF Greece Country Office.
SCOPE OF WORK
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programme, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action.
UNICEF became operational in Greece in early 2016 as an outposted team from the Regional Office of Europe and Central Asia (ECARO) to respond to the significant influx of refugee and migrant children and their families at that time. Following several years of engagement with national stakeholders, UNICEF and the Government of Greece made a decision in January 2020 to formalize the agency’s presence in the country as a full-fledged Country Office. The office falls under the auspices of the UNICEF Regional Office for Europe and Central Asia located in Geneva, which reports in turn to global headquarters in New York. Within the framework of a mandate for all children in Greece, UNICEF and Greece are now working to address the needs of all vulnerable, marginalized and left-behind children in the country.
UNICEF Greece is currently implementing the Country Programme for the period 2022-2026. The Country Programme (CP) consists of the following four components: i) Social policy and child-rights monitoring; ii) Quality and inclusive education for all; iii) Child Protection and iv) Youth empowerment. The CP marks a shift of UNICEF from humanitarian to development programming and is the first full-fledged programme of cooperation between UNICEF and the Government of Greece.
Under the framework of the CP, UNICEF responded to the Ministry of Health request to develop a comprehensive program to address the issue of family and child mental health in the country. The program promotes the concept of integrated services both at prevention and response level with a blend of technical support and of innovative methodologies, from SBC science/strategies to digital solutions.
Recognizing the urgent need to focus on the mental health of children and their caregivers within the framework of health promotion, the Ministry of Health and the UNICEF Office in Greece set this as a priority and launched the “National Programme for the Promotion of Family and Child Health in Greece 2023–2025,” which was officially signed in August 2024.
The National Programme includes three main pillars of intervention:
(I) Promotion of family and child health through strengthening the pediatric care framework;
(II)Promotion of adolescent health and menstrual hygiene; and
(III) Promotion of young individual’s mental health, with an emphasis on addressing self-harm.
RESPONSIBILITIES
The incumbent will be working towards the delivery of technical support for the implementation of the relevant programmatic activities in the National Programme for the Promotion of Family and Child Health, as per the below table of deliverables.
He/she will be supervised by the UNICEF Child Protection Specialist, will work closely with the UNICEF Programme Team in Greece and other support staff.

REQUIREMENTS
1. Education
An advanced university degree in one of the following fields is required: Project Management, Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
2. Experience
A minimum of seven (7) years of relevant professional work experience in the planning, implementation and monitoring of programs/projects in related fields is required.
Experience in collaboration with counterparts and partners, including state, development and civil society actors is required.
Experience in conducting analysis and in developing written outputs (operational plans, concept notes, reports, proposals) in related areas, is required.
Experience with the United Nations system, or other inter-governmental organizations and/or international civil society organizations is an asset.
Knowledge of/ experience in child rights is an asset.
Knowledge of public health programming, planning and budgeting is an asset.
3. Language Requirements
Fluency in English and Greek is required.
