Position Objectives

Ensuring the proper functioning and coordination of a (para)medical activity in the Mission (Mental health, Patient Support, Health Promotion/ Information Education and Communication (HP/IEC), Intercultural Mediation (ICM), etc.) and providing support to the Project Medcos, Project Activity Managers and Super-visors, according to MSF’s protocols, standards and procedures in order to ensure the delivery of quality health care for patients and their communities and to improve the health condition of the population

Responsibilities Of The Position

• Coordinating, monitoring and evaluating the proper functioning of a medical or paramedical activity at mission level according to MSF protocols, standards and procedures, ensuring the implementation of the activity (education and counseling sessions, defaulter tracing, strengthening of support groups, linking with social actors, community aware-ness activities, etc.)

• Participating in the definition of strategies, protocols and activities of the mission and the projects for his/her activity by assessing mission needs according to the changing medical needs and context (including definition of log frame and budget) and developing tools (e.g. training materials, counselling and education protocols, flyers, flipcharts, games)

• Monitoring and evaluating the activity at mission level by defining indicators, following up tools and designing contingency plans in collaboration with the Project Activity Managers (if required)

• Functionally supervising the Project Activity Managers and Supervisors concerned and providing technical support through regular project visits. Ensuring consistency and promotes cross-learning among the projects.

• Participating in close collaboration with the HR Department and with Project Activity Managers, in the associated HR processes for staff involved in his/her activity (recruitment, training/induction, evaluation, detection of potential, development and internal communication) in order to ensure having the appropriate team in terms of size, capabilities and skills.

• Supporting the HoM and Medco in representing MSF before the Ministry of Health and other (inter)national partners for any issue concerning the area of responsibility such as national roll-out of area strategies and lobbying for adequate human resources.

• Compiling and analyzing the data coming from the projects to contribute to the mission’s reporting.  Documenting lessons learned on activities and operational research in this field.

MSF Section/Context Specific Accountabilities

MSF is operational in the Migration Health context in Greece and the aim of MSF health care programs are to provide and promote access to health care for people on the move. Currently MSF implements pro-jects in three locations in Greece. The purpose of HP/IEC-ICM MSAM for MSF in Greece and in close coordination with medical department, coordination and project teams will be to:

• Steer the development of health promotion, cultural mediation and community outreach strategies and activities through consultation with affected and target groups, is evidence-based, feasible to implement and replicable in similar contexts.
• Provide to patient support teams, project supervisors and activity managers technical support, training and guidance on the design and implementation of health promotion, information, education and communication, intercultural mediation, and community outreach and engagement activities. Initially to focus on the migration projects in Greece and in future to explore with HQ about wider support outside of Greece.
• Partake as HP/IEC-ICM focal point in Emergency Response Awareness (ERA) planning, organization, implementation, monitoring, documentation, and feedback. The ERA includes response during people influx, disease prevention / outbreak campaigns and disaster emergencies that are manageable at country coordination level.
• Serve as back-up for patient support managers and outreach activity supervisors (e.g. HP super-visor) during leave breaks, vacancy gaps and other forms of extended absences.
• Explore with the project teams the possibility to pilot and implement new models of outreach care and community engagement once agreed by coordination and functional line managers.

Time allocation: As guidance but subjected to operational and contextual dynamics and in consultation with line manager, to allocate 70-80% time equally divided between projects for technical support, activity monitoring, strategic oversight, and development of capacity and 20-30% time for coordination, administration, networking and reporting. Time allocation might change during Emergency Response depending on the nature of the Emergency.

HP/IEC-ICM strategy

• Follow up and support the managers / supervisors in the MSF Greece migration projects on the development and implementation of the Outreach and HP/IEC-ICM strategies. This include the definition of realistic and relevant program indicators to ensure strategic orientations and operational decisions are supported by data and field evidence. Partake in annual review of objectives ensuring the strategy aligns with mission operational and medical priorities.
• In support of strategic decision making, provide technical input and support with situation analysis (Rapid assessments/surveys / rumours-Feedback monitoring) and feedback to project teams, coordination and HQ.
• Co-design access to care strategies, especially incorporating outreach and community engagement modalities, that take into considerations contextual and internal fluctuations and trends.
• Ensure and monitor participatory approaches, also interdepartmental and patient/community consultation during development and implementation of the strategies and activities.
• Apply consultative processes with clinical staff / technical referents to support the design the health education materials/tools and participatory methods. (Pre-testing, validation of content, translation)
• Explore possible Operational Research initiatives to direct and support practice and patient care. 

Context

• Inform projects, coordination and HQ through discussions and reports of context evolvements that pose barriers to activity implementation. Subsequently and if need be, participate in the discussion on possible changes in mission and project strategic orientations related to HP/IEC-ICM activities.
• Guide project teams on outreach and community engagement initiatives, processes, and dynamic community mapping (community mapping, stakeholders, GIS etc.)
• Collaborate closely with Advocacy and Comms on operational and context related topics and thematics.

Coordination, Quality of Care, monitoring and evaluation

• Ensure activities are implemented according to strategic plans and monitor result indicators.
• Ensure, together with Data Responsible that relevant data collection and analysis tools are in place and implemented. Participate in quarterly and annual reporting and reviews.
• Document on lessons learned to capitalize on experiences.
• Partake in coordination meetings at mission, departmental (including with HQ referents) and technical levels. Coordination and network with external community based and HP/IEC-ICM actors.
• Guide managers and supervisors in the implementation and analysis of community-based surveillance (data collection, active case finding, linkage to care, tracing)

Support to Learning and Development of HP/ICM teams

• Support PMRs in the development plan and feedback process for the team members who receive technical supervision from the HP/IEC-ICM MSAM profile. 
• Responsible to support in the recruitment for HP/ICM profiles when needed or requested by projects.
• Coordinate all interproject HP/ICM support activities and swabs.
• Brief and debrief relevant team members at beginning and end of assignments.

Team Care

• Establish routine support sessions with HP/ICM managers, supervisors and teams for feedback on progression of activities, debriefings about emotional impact, activity achievements, challenges and contextual changes and fol-low-up with PMR/PC, Medco, HR in case further support is needed (including for staff health, mental health and psychosocial support).

SELECTION CRITERIA

• University degree in Anthropology, Health Promotion, Health/Social/Educational Sciences                     And/Or experience in MSF as Health Promotion Activity Manager for a year minimum
•  At least two years’ experience as in managerial roles health promotion and community outreach related positions
• Essential: English

       Desirable: Greek

       Asset: French, Spanish, Arabic, Farsi

• Essential: Computer literacy in Word and Excel.

       Asset: Other computer processing and software skills.

• Essential to have the ability to do frequent travelling for project support.
