ABOUT ICMC

 The International Catholic Migration Commission (ICMC) is an international non-governmental organization, whose mission is to protect and serve children as well as uprooted people, including refugees, asylum seekers, internally displaced people, victims of human trafficking, and migrants - regardless of faith, race, ethnicity, or nationality. 

ICMC started a partnership with UNICEF in Greece in order to deploy a highly qualified affiliated workforce to assist UNICEF Greece Country Office. 

SCOPE OF WORK

UNICEF is the world’s leading organization working for the rights of children. In Greece, UNICEF works to uphold the rights of all children, including the most vulnerable, to ensure they grow up healthy, educated, and protected.  

 UNICEF became operational in Greece in early 2016 as an outposted team from the Regional Office of Europe and Central Asia (ECARO) to respond to the significant influx of refugee and migrant children and their families at that time. Following several years of engagement with national stakeholders, UNICEF and the Government of Greece made a decision in January 2020 to formalize the agency’s presence in the country as a full-fledged Country Office. The office falls under the auspices of the UNICEF Regional Office for Europe and Central Asia located in Geneva, which supports the work of 22 Country Offices within its geographical scope, reporting in turn to global headquarters in New York. These offices carry out UNICEF's mission through a unique set of programmes that focus on practical ways to realize the rights of all children. Within the framework of a mandate for all children in Greece, UNICEF and Greece are now working to address the needs of all vulnerable, marginalized and left-behind children in the country. 

UNICEF Greece Country Office (GCO), in collaboration with the Ministry of Health, is implementing the National Action to Combat Childhood Obesity, a nationwide programme that was co-signed in March 2023. The initiative includes interventions at all levels of prevention (primary, secondary, and tertiary) and across multiple service delivery platforms, with a particular emphasis on school-based programmes. It is part of the “Spyros Doxiadis” and “Greece 2.0” National Recovery Plan, implemented by the Ministry of Health with UNICEF support, and funded by the European Commission’s NextGeneration EU.

The programme focuses on children aged 0–17 and their families, promoting a holistic approach through interventions at home, in schools, in health services, and in the wider community. Greece ranks among the highest in childhood obesity prevalence in Europe, and this initiative aspires to act as a catalyst for systemic change by addressing the drivers of the obesogenic environment through cross-sectoral action in education, health promotion, and early detection.

The National Action aims to:

• Promote a healthy start in life for every child by encouraging nutritious eating practices and daily physical activity.
• Combat childhood obesity by mitigating risk factors.
• Increase awareness, education, and the adoption of healthier lifestyles.
• Conduct national-level research and data collection on nutrition and physical activity.

Within this framework, digital toolboxes have been developed to support teachers, students, and parents/caregivers. These toolboxes are complemented by an e-learning course and a Community of Practice for teachers, creating a sustainable model for knowledge-sharing and practice improvement in schools.

RESPONSIBILITIES

The Consultant will be responsible for:

• Evaluating and adapting the educational material developed by the University of Thessaly to ensure pedagogical suitability, scientific accuracy, and accessibility for students with disabilities and/or Special Educational Needs (SEN).
• Ensuring compliance of the content with Universal Design for Learning (UDL) principles and international accessibility standards (e.g. WCAG 2.2).
• Preparing clear written instructions for the vendor to guide accessibility adaptations and technical improvements during the digitization process.
• Monitoring and supporting the digital adaptation of the toolboxes, providing technical input and quality assurance at all stages of implementation.
• Conducting functionality and usability checks to confirm that the digitized toolboxes are user-friendly and accessible for diverse groups of learners.
• Collaborating closely with the University of Thessaly, the Ministry of Health, UNICEF, and the vendor to ensure alignment and quality of the final outputs.
• Producing reports and recommendations documenting progress, challenges, and corrective actions throughout the assignment.

Objectives 

• Ensure pedagogical relevance and inclusiveness of the adapted toolboxes so that they are suitable for children with disabilities and/or Special Educational Needs (SEN).
• Guarantee scientific accuracy and quality assurance of all content, in line with the standards of the Ministry of Health, UNICEF, and the Institute of Educational Policy (IEP).
• Secure accessibility and usability of the digital toolboxes, in compliance with Universal Design for Learning (UDL) principles and international accessibility standards (WCAG 2.2).
• Facilitate effective collaboration between the University of Thessaly, UNICEF, MoH, and the vendor to ensure timely delivery of high-quality outputs.

Μajor tasks to be accomplished 

• To evaluate and adapt the educational toolboxes developed by the University of Thessaly, ensuring pedagogical suitability, scientific accuracy, and relevance for learners with disabilities and/or Special Educational Needs (SEN).
• To ensure that all content complies with Universal Design for Learning (UDL) principles and international accessibility standards (e.g. WCAG 2.2).
• To prepare and provide detailed written guidance for the vendor on required accessibility adaptations and technical adjustments during digitization.
• To monitor and support the digital adaptation process, providing expert feedback and ensuring corrections are implemented.
• To test the functionality, usability, and accessibility of the digitized toolboxes, confirming they are inclusive and user-friendly for diverse learners.
• To collaborate closely with the University of Thessaly, the Ministry of Health, UNICEF Greece, and the vendor to ensure high-quality and timely delivery of outputs.
• To produce progress updates, reports, and a final quality assurance review of the digitized toolboxes prior to publication.

Payment Schedule

1 Payment 30% – November 2025

2nd Payment 40% - December 2025

3rd Payment 30% - January 2026

REQUIREMENTS

1. Education

• PhD in Education, Special Education, Disability Studies, Inclusive Education, or related field.

2. Experience

• Proven experience in curriculum adaptation and/or educational material development for learners with disabilities and/or Special Educational Needs (SEN).
• Demonstrated expertise in pedagogical approaches for inclusive education.
• Solid knowledge of accessibility standards, including Universal Design for Learning (UDL) and Web Content Accessibility Guidelines (WCAG 2.2).
• Experience working with ministries, national education institutes (e.g. IEP), or international organizations in the field of education and disability inclusion.
• Familiarity with digital learning environments, e-learning development, and accessible content design.
• Strong project management skills with the ability to coordinate multiple stakeholders (academic institutions, technical vendors).
• Excellent written and verbal communication skills in Greek and English for preparing reports, training materials, and presenting findings.
• Strong analytical skills to review, synthesize, and quality-assure educational content.
• Excellent interpersonal skills to collaborate effectively with diverse stakeholders (academia, practitioners).
• Ability to work independently as well as part of a multidisciplinary team.

3. Language Requirements

• Fluency in English and Greek is required. Strong written and verbal communication skills for preparing reports, conducting presentations, and engaging with various audiences.
